Maybe, maybe not.  Maddox and Pax were not with Angelina in Ethiopia.  Perhaps keeping Brad company and further working on repairing their bond while they all waited for Angelina to complete the public leg of her trip.  Most celebrities visiting Mexico -- like Gwyneth Paltrow and Jennifer Aniston -- rent villas so they can vacation without being followed by fans or paparazzi.  If Brad wanted to stay in a public resort in Mexico, he would likely choose one that is exclusive, secure, and offers privacy.  When he had to spend Thanksgiving 2016 away from the family, he went to the Amanyara in Turks and Caicos, part of the luxurious Aman resorts.  The premises seen above that apparently sits next to an airport most certainly does not fit the bill.  Brad walking around a popular Christmas destination should result in multiple sightings and paparazzi photos.
