Many hotels have penthouse suites with roof decks, but where he is standing is too rough to be part of his suite. When he doesn't want to be photographed, he can foil an army of determined paps (see Jennifer's birthday). He obviously wants to be seen and photographed. He climbed to the very top and posed like a lookout.
